I had the same question myself not too long ago. I saw this girl at a clothing store with the cute waves like you are referring to and I asked her how she got her hair that way. She told me that she bought "Wash and Curl" from Walmart (I think you can buy it at any store like that including small drug stores for $3-5 dollars so it's cheaper than a perm and not permanent) and it worked for her. So I too bought some, followed the directions (leave it in for a good five minutes) and it worked for me! I have thin straight medium-length hair. It helps to put some mousse in your damp hair afterwards and scrunch your hair while blow-drying it. If you want it super wavy, go to sleep with your hair damp and up in a high bun after washing with the Wash-n-Curl. Don't get a perm, they damage hair pretty badly and usually don't turn out the way you want them anyway. I had a perm once and totally hated it. And perms are expensive!! Wash n Curl is only like $4!!

I hate how everyone tells u to get a perm dont u stupid people know 1. Perms are really bad for your hair it fries it 2. Perms arent the only way to get wavy curly hair 3. Perms are OUT!!! 4. THey change your hair forever i had 2 perms when i was a kid and now my hair is a straight yet ugly wavy thing goin on so my advice NEVER GET AN UGLY PERM!! I like the answer get the wash and curl I think i'll try it myself.
